Structure Plan and Densification Strategy, Fribourg
The versatility of the neighborhood structure, which is strongly influenced by the topography, forms the basis of the development and densification strategy. Urban transformations are only planned at selected locations with spatial deficits. Through precise coordination of traffic and urban planning, significant additional strain on the existing road network is prevented. The entry corridors are developed into lively, urban axes.
A central role is played by the urban development zones Bahnhof—Cardinal in the south and St. Léonard in the north. Here, the majority of infill development can be accommodated, while important interfaces between the neighborhoods and the surrounding landscape can be created. The Schönberg district, currently characterized by large housing estates from the 1960s and 1970s, is being transformed into an attractive garden city neighborhood.
The densification strategy forms the basis for the BNO revision. The synthesis plan serves as a template for the building and land use regulations. The clear urban planning guidelines enable a direct translation into existing spatial planning instruments.
