Regional Development Strategy, Sursee-Mittelland (1st Prize, Competition)

The Sursee-Mittelland region is currently a rural area with limited urban development and high landscape quality. However, its strategic location between the urbanized Swiss Plateau and the city of Lucerne is placing increasing development pressure on the area.

To support high-quality regional development, an integrated strategy combining urbanization, mobility, and landscape has been developed. The main objective is to enhance the landscape while avoiding further urban sprawl and the need for new transport infrastructure.

The concept focuses on strengthening the role of Sursee as the regional center by improving its spatial integration with surrounding municipalities, transforming the city into a compact, small-scale agglomeration. Sursee railway station will serve as a regional mobility hub, ensuring strong interregional connections.

In smaller towns, public services and amenities will be supported through targeted densification within the existing urban fabric. In villages, the emphasis is on high-quality development of medium-density residential neighborhoods and revitalization of village centers.

A system of radial bus lines ensures that each of the 17 municipalities is well connected to the regional public transport network.
