The municipality of Horw is part of the core agglomeration of Lucerne. Its attractive landscape location on Lake Lucerne and the Pre-Alps, combined with its central position and good accessibility, have led to strong development dynamics. The spatial development concept structures the qualitative further development of the municipality.
The focus is on a moderate further development of the municipality. There are no expansions of the settlement area; densification is used only deliberately as an instrument to enhance the locality. Therefore, a very precise localization of densification is important. The core element is the urban backbone formed by Kantonsstrasse, Krienserstrasse, and Ringstrasse. With concentrated densification, these main streets will become attractive urban spaces. The positive aspects of traffic are thus brought to the fore. The road network supports the neighborhood centers and thereby ensures local supply.
Furthermore, the location quality is deliberately leveraged to attract educational institutions and high-quality workplaces. A particular feature of the municipality is its fine-grained neighborhood structure, consisting of 24 small neighborhoods. Consequently, a key theme is differentiated, neighborhood-by-neighborhood development. The micro-locations are used in the concept to create very diverse residential and workplace offerings.
There are dense urban neighborhoods on the plain, green hillside neighborhoods, villa neighborhoods on the peninsula, and dynamic workplace neighborhoods—each with their own meeting points and local supply options. There is also an inner green space framework. It connects the various neighborhoods, creating a sequence of city and neighborhood parks as well as tourism focal points.
The project was developed within the framework of extensive public participation. Clear, precise statements, understandable plans and presentations, and inspiring development ideas were therefore important.
